And it bans church staff from giving info about crimes to police

Notice the bottom of this form. There’s no ‘signature line’ for an attorney who represents a victim. That suggests that this form was used only with victims who were dealing with archdiocesan lawyers and staff alone – without representation.

A former Philly prosecutor told one the Philadelphia Fox affiliate last night that he too had never seen anything like this. The ex-prosecutor also also said he thought the intent here was to protect the archdiocese.

This document was briefly mentioned in the recent grand jury report. Grand jurors were clearly troubled by it as well.

If Rigali or one of his highly-paid public relations staff ever deign to talk about this form, we’re sure they’ll offer some convoluted rationalization couched in alleged concern for victims and their privacy. Church officials do this often – justifying some self-serving, secrective actions as somehow being for the professed benefit of victims.

When they do, ask yourself this: if the goal here was somehow to make victims feel or be safer, why aren’t church officials signing some form and making some pledge? Why make a victim sign something?

According to the grand jurors, Rigali’s ‘victims assistance coordinators’ are “mislead(ing) victims,” “not keep(ing) victims’ statements confidential,” “hound(ing)” victims for statements to “use as ammunition to impeach victims,” and “turning over” victims’ statements “to archdiocesan attorneys.” In at least one case, according to the grand jurors, a ‘victims assistance coordinator’ “handed previously confidential” victim’s records “over to one victim’s abuser.”


After a detailed two year investigation, here's what impartial grand jurors found.
The archdiocese

--"continues to engage in practices that mislead victims, that violate their trust, that hinder prosecution of their abusers and that leave large numbers of credibly accused priests in ministry"

--After more than four months, has still not fully complied with the grand jury's subpoena

--"not much has changed" since a scathing 2005 report by another grand jury

--"has betrayed once again" the victims who report to its staffers

The archdiocesan abuse system

--"is designed to help the abusers and the archdiocese itself "

--"is devoid of common sense"

--"reaches the wrong result in the vast majority of (child sex abuse) cases."

The "predatory priests still in ministry" (the jury's words)

--"dozens of apparent abusers remain on duty in the archdiocese today with access to new young prey"

--at least 37 priests with "substantial evidence of abuse" have been kept in assignments that expose them to children"

--at least "41 priests who have remained in active ministry in the past five years after the Archdiocese learned of accusations or reports of their inappropriate behavior or sexual abuse of minors."

--only two of these 41 have been listed on the Archdiocese's website as credibly accused, which means the identity of most of these priests remains unknown even to their parishioners."

Asking for prayers is fine. Asking victims, witnesses and whistleblowers to call police is much better. That’s what protects kids – when adults overcome their fear and shame and help law enforcement catch criminals. That’s what Rigali should be prodding his flock to do.

Rigali should also be housing the proven, admitted and credibly accused predator priests in a secure, remote, independent treatment center so kids will be safer. And he should be joining with us in pushing to reform Pennsylvania’s archaic, predator-friendly state child sex laws so that crime victims, not bishops, can decide whether and when child molesters are publicly exposed through the open, time-tested US judicial system.


Philly cardinal asks faithful to pray for healing of church community, sex abuse victims

PHILADELPHIA — One day after suspending 21 priests named by a grand jury as child molestation suspects, Philadelphia Cardinal Justin Rigali (rih-GAH'-lee) is calling on the faithful to pray for healing in the church and for sexual abuse victims.

Rigali spoke to hundreds of Roman Catholics attending a lunchtime Mass at the city's basilica on Ash Wednesday, which marks the beginning of the Lenten season of penance.
On Tuesday, 21 priests whom a grand jury named as child molestation suspects were placed on leave. Last month, the district attorney's office charged two priests, a former priest and a Catholic school teacher with raping boys in the 1990s and a former church official with endangering children by covering up the crimes.

About a dozen people protested outside the cathedral during Wednesday's Mass. They say the church hasn't done enough to help victims.

We, the Church, are the lay men, women and children; the religious who pray for us and work with us; the deacons, priests and bishops who lead us and bring us the divine graces of the Catholic sacramental system.

We, the Church, are sorry for the sexual abuse suffered by our brothers and sisters when they were young people at the hands of the Church’s clergymen and teachers. The Church is sorry for the sins and crimes of some members against other members. The Church begs forgiveness of our brothers and sisters, and of almighty God.

“We are sorry” are three words nearly as powerful as “I forgive you” or “I love you.” In each case, though, words are not enough. They must be accompanied by action.
It took the nationwide clergy sexual abuse scandal of 2002 and Philadelphia grand jury investigations in 2005 and just this month to prompt action in the Archdiocese and in every diocese in the United States. Those actions helped to train tens of thousands of parents and adults locally who work with children to spot signs of potential abuse, and prevent it from happening. Other actions set up ways to care for and compensate adult victims of abuse, and to remove from ministry and/or employment credibly accused Church personnel.

Even with those actions and new ones enacted by the Archdiocese last week, the problem of sexual abuse of minors is being addressed, albeit imperfectly, in only one sector of society, the Catholic Church. Youth sports organizations, public schools, community groups and other faith communities all report incidents of abuse. Few have been forced to look as extensively at the horror of child sexual abuse perpetrated within their organizations or to enact broad policies to prevent it.
The Catholic Church’s members suffer from the sins and crimes of the past and mistakes made in addressing them. But this suffering has meaning because it sheds light on the issue for all society to see. Every American must recognize that one in six boys and one in four girls are victims of sexual abuse before age 18. Child sexual abuse must be brought out from behind whispers in the community and dealt with as strongly or better than the processes now underway in the Church.
We, the Church, may find it hard to trust that the latest policies and actions will be effective. Trust begins to be rebuilt as members reflect upon those actions. And trust begins by reflecting on three words.

Apologies are appropriate after a crisis. The Philadelphia clergy sex abuse and cover up crisis is far from over. A Catholic district attorney and an impartial grand jury found that there are roughly 34 credibly accused child molesting clerics around kids in Philadelphia right now. "Job one" must be ousting and "outing" those predators, so that children are safer.

During a crisis, the top priority is the protection of the vulnerable, not the restoration of "trust."

The Philadelphia church hierarchy is half right: "Youth sports organizations, public schools, community groups and other faith communities all report incidents of abuse." Catholic officials conveniently neglect to mention, however, that in none of these other organization are widespread, callous cover ups of child sex crimes so clearly documented. Catholic staff often try to get us to focus on the “bad apple” predators and ignore the complicit bishops who often enable and conceal the predators’ crimes.

Archdiocesan officials whine that “Few have been forced to look as extensively at the horror of child sexual abuse perpetrated within their organizations . . .” This is a sad effort by corrupt officials to try and posture as "victims."

There should, of course, be more examination of abuse and cover up in every institution. But there’s a reason that “few have been forced to look as extensively at the horror of child sexual abuse,” as the church. It’s because few institutions, if any, have so severely hurt so many for so long through so many devastating crimes and duplicitous cover ups.

Finally, apologies seem insincere when coupled with gripes that "others are bad too." It's just wrong and immature for Philadelphia Catholic officials to claim that child sexual abuse of minors "is being addressed in only one sector of society, the Catholic Church." It insults the fine work that many institutions are doing and have done to better safeguard kids. More important, it's another clumsy, insensitive and a bald-faced public relations move to deflect attention and exaggerate the few belated, begrudging and often self-serving steps taken in recent years by a justifiably-criticized church hierarchy.
